In early 2008, a Philadelphia man was walking down the street, minding his own business and speaking on his phone, when the police stopped him and stated they needed to speak with him. Concerned that he may owe child support and be detained, the man exercised his constitutional right not to stop and continued walking. The police attempted to grab him and the man sprinted. As the police began to chase him, allegedly, a woman stated to the police that he had a gun. He continued running and according to police, pointed the gun at them.
